Leighton James
Director, Welsh Transport Research Centre

Leighton is Director of the Wales Transport Research Centre at the University of Glamorgan. He is a chartered engineer and a member of the Institute of Engineering and Technology. He has almost 20 years experience in transport, many of which spent focusing on using technology solutions for Traveller Information Needs for addressing civil engineering issues to make better use of the existing road network.


Over the years he has been involved in several UK and EC research projects and was Chairman of the EC Regional project, Streetwise, overseeing the harmonization of traveller information throughout Europe.


He developed and delivered the Assembly Governments’ 5 year ITS (Intelligent Transport Systems) strategy for 2001 – 2006 which led to the creation of the Assembly’s road information service, Traffic Wales. He recently led the preparation of the 2007–13 ITS strategy providing a reliable transport infrastructure for a vibrant Welsh economy by focusing on safety, sustainability, economic enterprise, innovation & technology and networks.


He created and led the Assembly’s bid to host the Galileo Supervisory Authority in Cardiff, and initiated the Memorandum of Understanding between Wales and the Michigan DoT for in-vehicle technology and information services.


He also had responsibility within the Assembly for tunnel operators and safety systems, road safety signals, lighting, communications, public transport information services and these all involve Smartcard trial for concessionary fares.
